We are excited to announce that the Hierarchy of Engineering Needs (HoEN) model by Wires Uncrossed Engineering is now available as an open-source resource. You can access the model and its supporting materials via GitHub and engineeringneeds.io


The Hierarchy of Engineering Needs is a model designed to help organisations assess and address constraints across various aspects of engineering, including architecture, cloud-native development, operations, engineering culture, operating models, governance, and team experience. Developed through years of collaboration with hundreds of teams and thousands of engineers globally, this model serves as a practical guide for achieving continuous delivery and operational excellence.


Our mission at WUE is to lift the standard of software engineering across New Zealand, Australia and beyond. By open-sourcing this model, it will support our mission by encouraging collaboration within our community.

The Hierarchy of Engineering Needs reflects our informed and opinionated perspective, but we recognise that its true potential lies in collective expertise. The model will grow in value and relevance through contributions from experienced engineers, architects, leaders, and others involved in technology teams. Together, we can refine and expand the framework to better serve the diverse needs of engineering organisations worldwide. We invite you to explore the repository, contribute to its development, and apply the Hierarchy of Engineering Needs in your own contexts. Our contribution guidelines can be found here.


To encourage widespread adoption and adaptation, we have released the Hierarchy of Engineering Needs under the Creative Commons Attribution-ShareAlike (CC BY-SA-NC) licence. For more details about the licence, visit the Creative Commons website.
